REQUESTS FOR PROPOSALS

1.0 Introduction

St. Catherine of Siena Church & School seeks to improve campus security and safety through the procurement of equipment and services as outlined in this official Request for Proposal (RFP). All proposals are due on All projects are expected to be completed by December of 2028.

 

All responses to this proposal must be individually formatted based on the project line item proposed. Each individual estimate should include a reference to the specific project and specific building. Projects will be completed at both St. Catherine of Siena Catholic Church and St. Catherine of Siena Catholic School.

 

Vendors should submit their own separate proposals in response to each project area identified. Vendors may submit proposals to one or more project areas. Detailed architectural, construction or other bid specification documents and drawings are not included as part of this RFP. All proposals are due on Friday November 6th, 2026, at 12pm CST.

All sealed proposals must show the following information:

1. Vendor name, address, phone and email contact information

2. Name and resume of Primary Contact Person/Project Manager

3. Only sealed hard-copy proposals are acceptable for cameras and access control. These can either be hand delivered or submitted via USPS, UPS, FedEx or other delivery service. CAUTION: Be sure to allow time for your proposal to arrive, since UPS, FedEx and USPS delivery times can be erratic and unpredictable. “Next Day Delivery” does not guarantee delivery by the deadline and all proposals received after the stated deadline will be rejected and returned unopened.

4. All proposals must be clearly labeled on the outside of the envelope with the project name provided in the proposal instructions.

5. Electronic submissions (e.g., E-mail and FAX) of complete proposals are NOT acceptable and will be rejected.

3.0 Scope

 

3.1 Public Address

This project includes the installation of a public address system capable of projecting communications throughout the campus. Vendors may propose any type of system that may include lights, speakers, and sounds.

 

All work including electrical, cabling, etc. is expected to be included. Fixed price proposals are preferred over proposals which include ongoing or recurring monthly charges for cloud-based services.

 

Separate proposals are required for each building.

 

This project is expected to exceed $25,000.

 

3.2 Protective Window Film or Coating

This project includes enhancements to windows in school building to increase safety, security, and reduce the likelihood of penetration or shattering in the event of projectile contact. Proposals may include lamination of existing windows, window film, or replacement of glass to include new, improved durability glass (preferably glass block). Proposals should address bullet resistance as well as other projectiles such as rocks or metal objects.

 

Vendors should provide detailed proposal(s) citing specific products and/or solutions designed to strengthen vulnerable glass throughout each building.

 

Separate proposals are required for each building.

 

3.3 Planning

 

This project includes facilitated meetings, planning and consulting services engaging organization leadership and staff. Specific outcomes include assistance in identifying and creating emergency policies, response and communications procedures (and/or updates to any existing plans). A Communication Plan is also requested as part of this proposal. With respect to School policies such policies must comply with statutory requirements outlined by the Department of Public Instruction.

Policy and protocols must include: 1) response in emergency situations including fire, severe weather, active shooter, or other workplace violence. 2) missing child or staff scenarios, including on and off-site absence. 3) Special protocols related to the protection of minors against sexual abuse.

In addition to facilitating the collaborative development of these policies and protocols, this project may include staff and volunteer training and/or student, volunteer and family training as may be recommended or necessary.

 

3.4 Barriers (Bollards/Fencing)

This project includes the installation of bollards and fencing to protect the buildings and equipment from vehicular attack. Fencing will enclose the playground area. Bollards will be strategically installed at high traffic areas in front of pedestrian walkways, adjacent to parking areas and building entry ways. Fencing and gates, either manual or automatic, should also prevent unauthorized access.

 

Vendors may proposal steel, concrete or other types of bollards including decorative planters. Bollards may be fixed or movable, subject to the condition that any bollard is reasonably capable of stopping a moving vehicle. (At least 400lbs or more in weight).

 

Vendors may propose steel, decorative, chain link, or other types of fencing and gates. The proposed type should not exceed 8ft in height.

 

Separate proposals are required for each building.

 

3.5 Mass Communication

This project includes radios for leadership on campus to increase campus-wide communication in an emergency.

 

VENDOR SELECTION: All Vendors shall provide one or more detailed proposal(s) outlining a fixed bid project cost. Vendors may include fixed pricing options for additional services or features.

Proposals will be reviewed and scored according to internal procurement guidelines. Any vendor that fails to submit a properly formatted proposal by Thursday, November 6th, 2026, at 12:00pm (Central Standard Time) will have their proposal rejected.

 

Sealed proposals will be accepted until 12:00 PM (noon), Central Time Thursday, November 6th, 2025. At that time, all sealed proposals will be publicly opened.

 

PAYMENT PROCESSING: Projects outlined within this request for proposal documents are funded through a reimbursement-based federal government grant. Vendors offering flexible or extended billing terms will be given preference (ie, net 60 days). Advance or prepayment(s) will not be allowed for service items. All projects are subject to final review and approval by St. Catherine of Siena. Upon completion of work, vendor invoices will be submitted for payment. All invoicing and billing materials will be reviewed by the State of Kansas.

 

VENDOR REQUIREMENTS: As a federally funded project all vendors are required to comply with applicable state and federal procurement guidelines found in 2 C.F.R. şş 200.317-200.327. Vendors will be required to complete certification forms related to Boycott of Israel, Immigration & Reform of Control Act, Tax Clearance, and the Policy Regarding Sexual Harassment Acknowledgement. Vendors are also hereby advised to review federal procurement guidelines and regulations related to certain equipment and technology products manufactured or produced in China.

 

Vendors must also comply with applicable state and local laws including all permitting and licensing requirements for the State of Kansas and City of Wichita. Vendors are expected to include all costs related to installation of any equipment proposed, this is to include: license or permit fees, electrical or trenching work, cabling and any other work necessary for installation. Anything not included must specifically be stated as such.
